Announcement

IPBA Sanction
The International Power Boat Association sanctions Meydenbauer Bay Yacht Club to conduct the 47 rd Annual Boomerang Predicted Log Race.  The Commodore, bridge officers and members of MBYC are proud to sponsor this event and cordially invite you to participate.

Location
The contest will be conducted in the navigable waters of Lake Washington.  Staging for this event, and all related activities, will be from the Meydenbauer Bay Yacht Club’s Club House in Meydenbauer Bay (http://www.mbycwa.org/).

February 29, March 1 and 2, 2008.  See the attached schedule of events.

Reservations
MBYC will provide observers for all entries received by February 22, 2007. Contestants submitting late entries may be required to furnish their own observer.

Social Activities
The MBYC Wheelhouse bar will be open Friday from 1700 - 2000 hours; hors d'oeuvres will be provided.  There will be coffee and rolls in the Wheelhouse on Saturday morning. The Wheelhouse bar will open Saturday at 1600 hours until dinner when the bar shifts to the first floor Atrium.  Our Fleet Captain has organized a gourmet Salmon and Beef Tenderloin dinner on Saturday evening which will be followed by the results announcement and awards.  Friday arrivals are welcome to attend the Friday evening performance. There will be a shortened version after the awards on Saturday evening.  Minors are permitted in a limited area in the Wheelhouse when the bar is open and they are welcome on the first floor at all times.  On Sunday morning our Rear Commodore offers his bacon, eggs and sausage breakfast and the Sunday newspaper.  Please do not bring your alcoholic beverages into the Clubhouse.

Awards
Plaques for first through third place overall, and for first through third in each of five classes will be awarded.  Perpetual trophies are awarded for the first place overall Team Trophy and for best four-boat team effort.  There is also a plaque for the best novice.

Dress
Casual boating attire for all activities. 

Moorage
Moorage is available from1300 hours on Friday, rafting may be required.  Please indicate moorage requirements on the entry form.  Contact the dock master on channel 78 VHF for moorage assignments and directions upon arrival.

Special Rules

(1)  This contest will be conducted under the Standard Rules of the International Power Boat Association, Jan 2003 Edition revised, as modified by these Special Rules.  A copy of the Standard Rules is available on request and can be obtained from the Contest Committee or http://www.ipbalogracing.org.

IPBA rules require that the contestants operate in a safe manner in compliance with all Pilot Rules, Rules of the Road and Navigation laws, including local laws enacted by proper authority applicable to the Contestant’s cruiser in the area where the Contestant is operating.  (Rule 8.I).  Failure to comply with the Rules of the Road results in a 1% Penalty or disqualification.  (Rule 14.A).

(2).  Observers will be provided for all contestants registered prior to February 25, 2008.  Contestants who register after that date may be required to provide an exchange observer. The Race Committee will assign the observers at Log turn in.  Remember that observers are honored guests on the contestant’s cruiser and racers normally provide lunch for their observer.

(3).  Predicted Logs and Contest Logs shall be completed in ink and shall be submitted to the contest committee between 900 and 1100 hours in the MBYC Club House. Completed and signed contest logs shall be returned to the contest committee after completing the contest in the same location no later than 1630 hours.  It is recommended that the contestants calculate the error in seconds and percentage of error and enter on the Contest Log before the Contest Log is returned to the committee in order to assist the committee in calculating the results. If you do not enter results on your log, the committee has no way to verify results or correct any errors. Contest Logs shall be accepted only when submitted with the observer and contestant present together. NOTE: IPBA has adopted for 2008 a standard Log form which is the only form acceptable to be used in IPBA races.  The paper version of the form is available. If an unauthorized form is used then the check-in committee will instruct you to copy your Predicted and Contest Logs to an approved paper version.  The areas that are shaded on the Predicted and Contest Logs must be completed at check in.  Missing data may be subject to the appropriate penalty, Check all your entries against any worksheets and/or observer timing sheets.  No changes can be made after logs are turned in and accepted by the committee. ATTENTION CONTESTANT :  If you submit your Contest Log after the race with your corrected percentage of error entered on the log sheet, the Race Committee will try to contact you in the event your score differs what the  Race Committee has calculated.

(4).  Time shall be Pacific Standard Time.  A stopwatch will be allowed only for timed runs, time outs, and verification of reading the official time by the observer in accordance with Rule 8.O.  A stop watch will be used only for timed runs and shall be available to the Observer who shall confirm the proper time has been run.  The stopwatch shall be cleared and stopped when its use is no longer permitted.

(5).  Throttles may be adjusted during the contest to adjust RPM from the RPM shown on the log plus or minus 10%.

(6).  The IPBA handicap as set forth in the Standard Rule Book shall not apply.

(7).  Flat water speed is the speed of the cruiser at the basic RPM shown on the log without consideration for wind or current.  There shall be five finish time brackets, which is called “finish class” on the log form, as follows.

 (8).  Plaques will be awarded to the first, second and third place contestants and to the first three places in each of five classes in accordance with the IPBA Rules.  The Ship's Telegraph award will be presented to the first place contestant overall. The Boomerang Team Trophy will be presented to the best-scoring four boat team from any IPBA club and plaques will be presented to the members of this team. A novice plaque will be awarded to the best finish by a novice. Contest results may be viewed at the IPBA web site: http://www.ipbalogracing.org.

(9).  Navigation Aids:  Electronic ranging devices may not be used.  Auto pilots connected to GPS may not be used if displaying GPS headings.  Cellular telephones may not be used.

(10).  The recommended charts for this contest is NOOA Chart 18447.  The Official Mileage for this contest is 16.8 nautical miles, which shall not be exceeded.

(11).  This contest shall be conducted at Cruise Speed unless otherwise directed in the Course Description.

(12).   All contestants shall lay out courses as direct as practical while maintaining at least 200 yds from all shorelines and bridges except the distance off can be less when speed is less than 7 kn.

(13)  Sailboats:  IPBA and MBYC welcome sailboat competitors.  Flat water speed is a minimum of 6 knots.  The time out on the northgoing leg between the Madison extension and abeam Webster Point buoy is intended for sailboats and other vessels to use the 520 east high rise to comply with race requirements.

(14)  Time Out:  All contestants shall take a time-out at the Madison control point.  Enter the time of day for your restart at the Webster Pt buoy extension on the back of the Contest Log form.  The observer shall note the duration of the time out.  Contestants shall not access any form of navigation electronics or timepieces during this time out.

(15)  Photographs:  Selected photographs relevant to the contest will be on display at the MBYC clubhouse from Friday, February 21 and also in the Boomerang section of the club web site http://www.mbycwa.org/.

Course Description

Distances  are expressed in nautical miles(nmi) or yards.  Bearings are in degrees true    (° T).  Speed is in knots. Lat-long positions are shown in degrees, minutes, decimal minutes format.  Abbreviations:  WHR: West High Rise; EHR: East High Rise; ECB: East Channel Bridge;  I90: Interstate Freeway I90; 520:  State Highway 520.

Start to Control Point #1
From a standing start abeam Groat Point(47°47.473’N; 122°13.456’W), 200-300 yards off, proceed at cruise speed on a heading of 178° T. At a range from the Northern extremity of Mercer Island and Calkins Pt., turn to starboard and proceed until abeam Caulkins Pt. on a course at least 200 yards offshore, thence proceed on a course of 288° T to an extension of 72nd Street(47°35.756’N; 122°14.574’W) on Mercer Island. Thence proceed on a course of 255°
T to an intersection of the range Calkins Pt and the northernmost point of Mercer I. Commence TR1 at 310° T for 0.75 nmi. At the completion of TR1 commence TR2 at 055° T for 1.0 nmi. Then head towards 520 WHR to CP#1which shall be at an extension of Madison Street(47°38.235’N; 122°16.572’W).

Time out
At CP#1 commence a time out.  Proceed to the Restart which shall be abeam the light (Fl G 4s 19ft “33”) near Webster Pt .  Travel within 200 yards of the 520 bridge shall be at 7 knots or less.  Vessels may proceed directly beneath the WHR or via the EHR.  The direct route will take in the order of 5 minutes and the longer route in the order of 25 minutes.  Competitors should factor these times into their start time calculations.  The contest continues during this time out and the Special Rules for the contest continue to apply.

Restart to Control Point #2
Restart commences with TR3 at a speed of 7 knots or less when abeam the light near Webster Pt at a distance of 200-300 yards from shore, resuming cruise speed immediately.  TR3 shall be on course of 079° T for a distance of 1.0 nmi.  At the end of TR3 proceed to an extension of the middle finger of the Sand Point launch ramp at a distance of 200 to 300 yards from shore.  Thence proceed directly to CP#2 which shall be 250 to 350 yards from the end of the Waverly Park dock(47°41.226’N; 122°13.097’W).

 

Control Point #2 to Control Point #3

 From CP#2 head on a course of 162° T till abeam the Moss Bay dock(47°40.436’N; 122°12.563’W).  Thence commence TR4 which shall be on a heading of 191° T for 1.0 nmi.  At the completion of TR4 commence TR5 which shall be on a heading of 257° T for a distance of 1.0 nmi.  Thence head to CP#3 which shall be at the south face of 520 EHR(47°38.270’N; 122°14.594’W) at the center of the span.  Enroute reduce speed to 7 knots or less when abeam Evergreen Point.     

 

Control Point #3 to Finish

From CP#3 commence TR6 which shall be on a heading of 247° T for a distance of 0.750 nmi., resuming cruise speed on an extension of the 520 Eastern Mile Marker(located approx. 45 yards west of the chart position).  At the conclusion of TR6 proceed on a heading of 149° T to an extension of Evergreen Point Road.  Thence proceed to the Finish which shall be when abeam Groat Point (47°36.473’N; 122°13.456’W) 200-300 yards off.

[Evergreen Point Road is east of Medina Town Hall which is shown in a satellite photograph in the Boomerang section of the MBYC web site.  When approaching the town hall in the direction of this contest, the white flag pole and utility poles with transformers that are located on Evergreen Point Road are visible.  The utility poles lie on a line joining points at (47°36.904’N; 122°14.327’W) and (47°36.969’N; 122°14.327’W)]

Upon conclusion of the contest proceed at a no-wake speed of 7 knots or less and return to the clubhouse.

The official mileage for this event is 16.9 nmi which shall not be exceeded.
